关于高校干部挂职锻炼管理工作的思考

高校干部挂职锻炼有助于加快对干部的培养、扩大干部交流、提升干部综合能力、充实干部队伍储备,可以增进高校与区域的良性互动,促使高校主动对外联系,提升高校服务社会的功能。但目前这项工作在内部管理、个人认识和社会认识方面仍存在一些不足。因此,高校必须完善挂职锻炼机制,优化岗前培训机制,健全管理培养机制,建立合理的评价体系;挂职锻炼干部应正确认识挂职锻炼的作用,尽快实现从教师到新岗位角色的转变;同时建议建立双向挂职渠道,增进接收单位与高校的沟通和了解,增强行政管理的透明度和社会认可度。

Study of management on university cadres serving temporary positions to practice

Putting on practice of cadres in colleges and universities can help to speed up the training of cadres,expanding the exchange,enhance their comprehensive ability,enrich the reserve,promote good interaction between universities and regional,and promote university to outreach with society and to enhance the function of college to serve the community.However,about this work,there are still some weaknesses in internal management,personal and social awareness.Therefore,universities must complete attachment training mechanisms,optimize the pre-job training,sound management of training mechanism and establish a rational evaluation system.Cadre who serves temporary position should attach importance and change the role from teacher to new positions as soon as possible.Also we recommend the establishment of channels of two-way attachment to promote communication and understanding of receiving units and universities,and to promote transparency in the administration and social acceptance.
