青岛西海岸新区制造业评价及对策研究

在综合青岛西海岸新区制造业发展现状的基础上,构建了体现新区发展特点的青岛西海岸新区制造业评价指标体系,并依据该指标体系采用主成分分析法对青岛西海岸新区2008—2013年制造业情况进行纵向比较,利用2013年数据与6个国家级新区(浦东、滨海等)的制造业发展情况进行横向比较,充分评价了西海岸新区制造业发展现状。分析结果表明,青岛西海岸新区制造业一直处于快速发展阶段,整体发展水平处于6个国家级新区的中上游,具有很好的发展前景和提升空间。在对青岛西海岸新区制造业综合分析的基础上,针对新区制造业创新能力弱、科研经费投入不足等问题,从产业发展、区域创新、产业政策三个方面提出了西海岸新区制造业产业优化对策体系。

Evaluation and Countermeasures Study of Manufacturing in New District of West Coast,Qingdao

On the basis of comprehensive development status of manufacturing in the new district of west coast, Qingdao,this papers builds a assessment indicator system of new manufacturing in the west coast of Qingdao that reflects the development characteristics of the new district.And its takes this index system as the basis and uses principal component analysis to make vertical comparison of the manufacturing situation of new district of west coast,Qingdao from 2008 to 2013,and then makes horizontal comparison by using the 2013 data and manufacturing situation of six national new districts(Pudong,Binhai and so on),which has given a full assessment on the manu-facturing development status of new district of west coast.The results show that the manufacturing in new district of west coast,Qingdao has been in a stage of rapid development,the overall level of development is in the high mid-dle of the six national new district,which has a good prospect for development and promotion.On the basis of com-prehensive analysis of the manufacturing in the new district of west coast,Qingdao,and aiming for the problems of weak innovation capability and lack of research funding of the new district,this paper proposed the industry optimi-zation countermeasures system of district in west coast from the three aspects of industry development,regional in-novation and industrial policy.
