摘    要:分类分析了2004年以来本省128个经过环评并已获环境监督行政审批的建设开发项目,可见各区划市均有污染类项目,仍未摆脱先污染后治理的阴影,尤其是周边污染企业的新近梯度转移造成我省普遍面临的环境保护压力,潜在的“问题项目”或“问题企业”呈现既“进城”又“下乡”态势;同时见省内能源项目的水能利用系数、投资利用系数两个指标明显低于省外一流的高效能源利用项目,表明我省企业的环保节能化升级还处于起步阶段。针对上述问题,作者提出了建立城乡一体化环境监督体系和培育优质环保型企业群带的对策建议。

Abstract:The author analyze 128 construction and development projects which had been passed EIA and environmental supervision and administrative examination and approval in Jiangxi province since 2004,finding the pollution projects have not yet get rid of the shadow of "first pollution,last treatment",especially in cities.It is the gradient transfer of pollution enterprises that caused the environmental protection pressure in the province.The potential "problem projects" or "problem Enterprises" show both"go to urban" and "go to rural" trend.At the same time,the province's water utilization factor and investment utilization factor in energy utilization projects are lower than the other province's first-class and advanced energy utilization projects,which indicates the upgrade of enterprises' environmental protection and energy-saving is still in the early stage in the province.To address the above issues,the author has proposed the countermeasures and proposals with the establishment of integrated urban and rural environmental supervision system and the cultivation of the high-quality environment-friendly enterprise groups.
