根据目前台资在全国的投资分布情况与变化趋势，全面分析了中国大陆各个地区吸引台资的优势与劣势，并阐述了在激烈的竞争环境中海峡西岸经济区的应对措施：结合海峡西岸经济区发展战略，确定吸引台资的产业重点；吸引大型企业及相关产业链的进入，形成良好的带动效应；对台湾中小企业实行普惠制政策，扩大经济融合；允许台湾民间商贸企业直接进入从事经营活动；加强与台湾中南部城市商会的合作，畅通中小企业的投资渠道；加快各项制度的创新步伐，尽快取得制度创新的突破。

Attracting Taiwan Capital to the Economic Zone on the West Coast of the Strait

This paper analyzes the distribution and tendency of Taiwan capital in the mainland,describes the strength and weakness of its attraction by different districts in the mainland,and proposes measures of winning in the intensive competition for the Economic Zone on the West Coast of the Strait.They are as follows:deciding on the priority industry for Taiwan capital attraction;targeting at large enterprises and their related industrial chain for butterfly effect they turn out;applying generalized preference system to small and medium Taiwan enterprises for expanded economic blending;permitting direct business operations by non-governmental Taiwan trading companies in the Zone;strengthening the cooperation with the chambers of commerce of the cities in central and south Taiwan for smooth investment access for small and medium enterprises;and expediting the innovative process for systems and regulations required.
