电力市场中发电成本对上网电价的影响

基于浙江电力市场,利用系统剩余容量百分比与平均上网电价的关系曲线并结合资本回报率计算总平均上网电价,提出发电成本与平均上网电价的关系模型.通过实际算例得出,当发电成本以一定比例上升,电价上限不同的变化决定了上网电价的变化以及发电企业承担发电成本上升的百分比.当电价上限的上升比例与发电成本的上升比例相同时,上网电价也以相同比例上升,发电企业无须承担发电成本的上升;当电价上限不变或上升比例低于发电成本上升比例时,发电企业就要以一定的百分比承担发电成本的上升,电价上限上升的比例越高,其所承担的发电成本上升的百分比就越低.

Impacts of Generating Cost on Generation Price in Electricity Market

Based on Zhejiang electricity market,the relationship between system surplus capacity percent(SCP) and average generation price,together with the capital return rate,is utilized to the calculation of total average generation price.A model between generating cost and average generation price is proposed.By showing some numerical examples,it is concluded that when generating cost increases in a certain rate,the change of price cap determines the change of generation price and the percentage generation companies are to undertake the growth in generating cost.If the price cap increases in the same rate as the generating cost,generation companies do not need to undertake any economic loss.If the price cap remains still or increases in a smaller rate than the generating cost,generation companies will undertake some of the growth in generating cost.The more the price cap increases,the less generation companies will undertake.
