论公民不服从的概念、特征与根据

＂公民不服从＂是一个来自西方的概念,有多种理论试图为其正当性提供强有力的根据。＂公民不服从＂的发生除需满足公开性、非暴力性等内在要求外,还具有严格的外在条件限定。公民不服从在实施过程中存在着潜在的可能危险。我国的法制建设在积极完善自我的同时,应该充分发挥公民不服从对法制建设的积极作用,从而为我国中国特色社会主义建设提供制度支持。
