On Legitimate Mechanism： the Path Dependence and Institutional Innovation of Liu Wenhui＇s Administration of Kham Area

During the 22 years of Liu Wenhui＇s administration of Kham areas,he had been using the way of combining path dependence and institutional innovation under the pressure from the central government,Sichuan and Tibet as well as the internal pressure from Kham.Liu Webhui embodied his path dependence to maintain his administration with military,and to respect Tibetan Buddhism and make full use of local chieftains.In other aspects,he contributed the construction of the province,implemented cadres＇ training,developed education and economy and carried on institutional innovation.The path dependence and institutional innovation of Liu Wenhui applied in administrating Kham areas is the complete reflection of the continuation or discontinuation of the history in that period.Moreover,it showed his application of legitimate mechanism.
