| 摘 要： | 公共医疗卫生是社会性公共服务的一种,大力发展藏区农村公共医疗卫生事业,提高农牧民健康水平,对于保护农牧区生产力、振兴经济、维护藏区社会发展和稳定具有重要意义。第五次西藏工作座谈会后党中央加大政策和资金的支持力度,积极推西藏及青、川、滇、甘四省藏区公共服务等相关民生事业的建设和发展。文章以同仁和泽库两县农牧民的调查为例,对青海藏区农牧民医疗卫生服务需求以及存在的问题进行分析,探讨政策执行的实际效果并提出相应的对策和建议。

| Abstract: | After the 5th Working Conference on Tibet,the CPC Central Committee increases policy support to promote the development of Tibetan areas in Qinghai,Sichuan,Yunnan and Gansu Province.Public health is a kind of social public services.The development of the public health services in rural Tibetan areas and the improvement of the health condition of farmers and herdsmen there are important for the protection of the productivity,the revitalization of the economy,the maintenance of social development and stability of Tibetan areas.Based on a survey done on the farmers and herdsmen in Tongren County and Zeku County,this article analyzes the health service needs of the farmers and herdsmen in Qinghai Tibetan areas and the existing problems.In addition,some corresponding countermeasures and suggestions are given according the conclusion. |
