影响因子(IF)作为评价科技期刊最重要的指标之一,各评价机构对其给予很高的权值,社会对其认可度也很高。从IF的含义和科技期刊的效用两方面入手,指出了其因科学性、合理性和有用性而对期刊发展起到的积极作用,同时阐述了其不可忽视的片面性、误差性和差异性,及因片面追求高IF而可能带来的消极作用。以正确认识、合理利用IF为主旨,探讨了期刊评价应努力的方向,提出了在以IF作为重要评价指标的情况下,提高科技期刊质量的有效措施。

The Negative Influence of and Countermeasures for the Sci-tech Journals Evaluation with Impact Factor

As one of the most important indexes in evaluation of sci-tech journals,impact factor（IF） has gotten not only very high weight number from all the evaluation institutions,but also very high approval degree from society.Starting from the meaning of IF and the utility of sci-tech journals,this paper points out that IF has its positive effect on the development of journals because of its scientific nature,rationality and usefulness,and at the same time,expounds its one-sidedness,errorness and diversity,and the negative effect probably caused from undue pursuit of high IF,and taking the correct understanding and rational use of IF as the main purpose,probes into the direction of the efforts of journals evaluation,and puts forward some effective measures for improving the quality of sci-tech journals under the condition of regarding IF as an important evaluation index.
