The happening of network emergency is inseparable from the coming of network society. Network emergency is not only a process,but also a system under constant interaction of network and social reality. Network emergency should be understood in the big environment of network society. We need to change our way of thinking from traditional object-oriented to process-oriented to further understand and grasp network emergency. When responding to network emergency,we should take both online and offline measures at the same time.
