论实现全面建设小康社会目标的新要求

在“十六大”确立的全面建设小康社会目标的基础上，“十七大”报告适应国内外形势的新变化，顺应各族人民过上更好生活的新期待，把握经济社会发展趋势和规律，坚持中国特色社会主义经济建设、政治建设、文化建设、社会建设的基本目标和基本政策构成的基本纲领，对实现全面建设小康社会奋斗目标提出了新要求。我们要把握新要求的新意所在，更要领会新要求所体现出来的新的发展理念、新的发展思路、新的发展方式。

New Requirements in Fulfilling the Goal of Building Well-off Society in an All-around Way

Based on the goal set up at the 16th CPC National Congress-building a well-off society in an all-around way,the report at the 17th CPC National Congress,considering the changes in China and in the world as well as the expectations for a better life held by all nationals,puts forward new requirements for the goal in order to adapt to the trend and rules of socio-economic development and adhere to basic outlines consisting of the fundamental objectives in economic,political,cultural and social construction,and primary policies concerning socialism with Chinese characteristics.We have to grasp the essence of these new requirements,and,more importantly,understand the new development concepts,thought and mode in them.
