| 摘 要： | 美国的社会福利政策基于体制论和助残论，其最早的法律体现的是殖民地济贫法（包括20世纪的《社会保障法》和“贫困家庭救助法案”项目）；社会工作则体现了美国社会福利政策的当代建设性价值观，即通过专业工作的服务来提升弱势群体应对困难、改善生活的精神能质。

| Abstract: | Based on the Institutional Theory and the Disabled Assistance Theory, the social welfare policy in the U. S. A. has its earliest manifestation of the Colonial Poor Laws, including the Social Security Act in 1935 and the project of ＂Transitional Assis- tance for Needy Families＂. Meanwhile, the idea of social work suggests a certain constructive value of the social welfare policy in the U. S. A. , which is supposed to be a spiritual potential to help the disadvantaged to handle difficulties and improve the liv- ing by professional service. |
