| 摘 要： | 本文通过对我国环境法立法现状的分析,将其与我国经济发展相协调讨论,着眼于我国环境法要发挥其有效作用所应当注重和合理添加的相关制定原则,以此来提高我国环境法的约束力以及可操作性。同时提出经济环保不对称、环境法规分层制定原则的论点,并结合我国环境法的特点和不足进一步论证这一观点。 |

| Abstract: | To study the harmonious relationship between environmental legislation and economic development,we have analyzed the actual status of environmental legislation.We focus on that exerting effectiveness of environmental laws should pay attention to and add interrelated principles,which will enhance the restriction and exercisable of environmental laws.We bring forward the views of "dissymmetry between economic development and environmental protection" and "classification principle in establishing environmental regulations";we demonstrate further on this point combined with the characteristics and disadvantages of environmental laws. |
