| 摘 要： | 通过对地方政府、民营企业、劳动者三方的关系博弈模型分析,指出社会保障体系的构建与完善必须主要依靠政府的主导和推动,如构建灵活多样动态考核的激励机制、双管齐下的约束机制、发挥以工会为主体的维权机制等,以促使劳动者福利提高和企业效益增长,从而推进海峡西岸经济区科学发展、跨越发展。

| Abstract: | in this paper,a game model will be built to analyze the relationship among the local government,private enterprises and employees.It points out that the establishment and perfection of social security system mainly rely on the government’s dominance and promotion,establishing a flexible and dynamic evaluation incentive mechanism,giving play to right protection mechanism based on labor union,improving worker benefits and enterprise revenue,so as to promote the scientific and spanning development of the economic areas of the western coast of the Taiwan Straits. |
