| 摘 要： | 运用复杂大系统理论、政府管理学理论的有关原理,分析了政府职能转变的动因,构建了政府职能调整的概念模型,并围绕该概念模型分析了政府系统与社会要求、政府系统与环境之间的关系,详细论证了政府职能的动态性和政府系统与环境划分的复杂性.

| Abstract: | The sources of the shifts of government function,that is the change of environment ,were analyzed by using theory of complex huge system, of government and of economics in this paper. A conceptual model of the shifts of government function was presented. The relationship of government system with .social requirements, the relationship of government system with its environment, the dynamics of government function and the complexities between government and its environment were all analyzed and some conclusions were summarized. |
