| 摘 要： | 制定信息战作战计划是筹划信息战的核心问题 .本文通过分析信息战手段之间的“备择冲突”、“资源冲突”和“效果冲突”等现象 ,给出一种“作战目标导向”的筹划信息战作战计划的模型 ,其中采用“力量优先矩阵”和“协调矩阵”等方法解决上述“冲突”问题 ,并对信息战手段进行优化配置 . |

| Abstract: | Implementing information operations (IO) plan is a key problem during planning information operations. This paper gives an operations objective|leading model for IO planning by analyzing the selecting conflict, the resources conflict and the effectiveness conflict among IO capabilities, and uses the Priority of Effort Matrix and Synchronization Matrix to eliminate the conflict problems as above and to optimize IO capabilities distribution. |
