县域国土主体功能区划及空间管制

主体功能区划是实施区域协调发展的空间管制举措之一,是国家十一五规划建议中提出的明确要求.编制县域主体功能区划是落实"科学发展观"和建设社会主义新农村的必然选择.以河北省平泉县为例,建立了区划的指标体系,利用"反规划"法和3S技术,进行县域国土空间的主体功能区划,将全县划分为优化开发、重点开发、限制开发和禁止开发四类主导功能区,明确了各区的生态功能定位,并提出了相应的生态建设和发展方向,为推动国土空间主体功能区划及生态县建设提供借鉴.
