| 摘 要： | 西部大开发是民族区域自治地方发展的题中应有之义。加快实施西部大开发战略 ,有利于坚持和完善民族区域自治制度。西部大开发政策和民族区域自治政策是统一的 ,在西部大开发中可以相互补充 ,但民族区域自治政策不是西部开发政策 ,西部开发政策代替不了民族区域自治政策 ,在西部开发中要始终如一地贯彻落实民族区域自治政策 ,正确运用自治权 ,促进民族自治地方持续快速健康发展
