以企业作为研究的主体,从有限参与人力资本市场的现状出发,以当今投资过度悲观心理为立足点,通过建立模型,详细研究了不确定条件下基于过度悲观人力资本投资有限理性决策行为和基于理性的投资决策行为及其各自的投资决策空间、投资量、投资收益,从而得出以下结论:不确定条件下,悲观企业比理性企业有更大的投资决策空间;在其他条件相同的情况下,悲观企业投资人力资本的数量少于理性企业;不确定条件下,人力资本的投资收益大于确定条件下的人力资本的投资收益.基于上述结论,我们认为过度悲观是造成企业有限参与人力资本市场和阻碍人力资本市场繁荣的关键原因,从而最终为实现企业和人力资本市场的持续发展提供理论和实践依据.
