| 摘 要： | 由于没有社会主义建设理论体系的指导,新经济政策失去了相应的理论支撑。而社会主义建设理论体系的形成有赖于宽松民主的政治环境,列宁去世后苏联缺乏民主和法制,社会主义建设理论失去发展和创新的政治土壤,最终窒息了新经济政策。

| Abstract: | In the former Soviet Union,the "New Economic Policy" lost its corresponding theory support be-cause there was no guidance of socialist construction theory system,the formation of which relied on a relaxed and democratic political environment.After Lenin’s death,the Soviet Union lacked democracy and legal system,and socialist construction theory lost the political soil of development and innovation.That eventually led to the failure of the New Economic Policy. |
