| 摘 要： | 发达国家再生资源产业发展最重要的推动力和制度保障，是它们较早地制定并不断完善了相关的法规和政策。湖南必须借鉴发达国家的成功经验，结合湖南的实际，健全法规和标准体系，建立和完善财税、融资、科技、价格、管理、试点示范、园区建设、统计监测等政策和行业规范，促进湖南再生资源产业又好又快发展。

| Abstract: | The most important motive force and system ensuring the developed country resources recycling industry development is that they established and perfected related law policy at the very beginning. Hunan must learn from the successful experience of developed countries and consider the concrete situation at the same time. Hunan should improve regulations and standard system, establish and improve such policies and regulations as taxation, financing, technology, price, management, pilot demonstration, park construction, monitoring statistic to promote the development of resources recycling industry in Hunan. |
