| 摘 要： | 从读者信息获取权与读者经济权的博弈、读者对信息需求变化两方面论述了有偿服务在读者层面的合理性;从图书馆公平服务的实现、图书馆科学评价体系的建立、图书馆服务效益的提高三方面论述了有偿服务在图书馆层面的合理性;从国际组织政策体系规定、国外相关国家政策体系规定及我国政策体系规定三方面论述了有偿服务在政策层面的合理性。
