| 摘 要： | 地方政府负债过高已成为我国当前的一个严重问题。地方政府负债是地方发展的客观需要,有积极作用,但由于法律规范缺失,导致其负面效应被放大,带来了较高的潜在风险。我国必须借鉴外国经验,把地方政府负债行为纳入合法合理的框架内进行,以化解危机。

| Abstract: | Local government liabilities have become a serious problem in our country.Local government liabilities are the objective needs of local development,and have a positive effect on Local area,but lack of legal norms has led its negative effects which to be magnified and brought a higher potential risk.Learning from foreign experiences,the behavior of local government liabilities in china should be kept in the legitimate and reasonable framework in order to resolve the crisis. |
