‘98长江特大洪灾的成因及对策研究

阐述了 1998年中国长江特大洪灾形成的动态过程与灾情现象 ,并同世界百年灾情进行了比较分析 .认为’98长江特大洪水的持续时间长、洪水量级大、灾情范围广、江河湖海泻洪能力减弱与损失巨大是其主要特征 .提出了防止水土流失和保护生态平衡等对策 .

The Causes of '98 Catastrophic Flood of the Yangtze River and Corresponding Countermeasure

This paper systematically reviewed the dynamic course of the '98 flood of the Yangtze River in China and the disasters induced. Contrasting the '98 flood with those worldwide in the past 100 years,It was concluded that '98 flood was characterized by longer duration, enormous rate of flow , force and unprecedented great damage which were partly due to decreasing drainage capacity of rivers and lakes. Affecting factors included atmospheric circulation, geological conditions, weakening resistance of rivers and lakes, and deforestation which result in lower regulating capacity of natural ecosystem. Based on these results, certain measures were put forward to prevent soil erosion and to promote ecological balances.
