构建新型城市社区治理结构的着力点

经济体制改革的深入和城市化步伐的加快，迫切需要建立新的、具有中国特色的城市基层管理体制，建立社区多元治理结构。在总结我国探索社区治理模式取得的成功经验的基础上，提出构建城市社区治理结构的主要着力点，即充分发挥社区治理主体的不同作用，建立互动合作的运作机制，加强社区治理的能力建设。这三个着力点相互促进，需整体推进。
