| 摘 要： | 目前我国城市灾害管理保障体系存在诸多亟待解决的问题，突出表现在管理机构分散，防灾法规体系不完善，防灾标准和规范体系不健全等方面。设立城市灾害综合管理机构，建立完备的综合防灾法律体系，构建和充实城市综合防灾技术标准体系，增强城市抗灾救灾能力，确保城市稳步、持续发展。
