通过分析公共图书馆潜人才开发的意义，潜人才的基本特点和开发的基本原则以及影响其脱颖而出的主客观原因，指出对潜人才开发的途径应该是：活化，排列，对流和代谢。

Discussion on the Development of Latent Talents of the Public Library

Through analyzing on the significance of developing the latent talents of the public library, the basic features of the latent talents, the fundamental principles of developing the latent talents, and the subjective objective causes of influencing the being discovered of the latent talents, this paper points out that the paths of developing the latent talents should be the activation, arrangement, convection and metabolism.
