对高中阶段教育普及率的内涵解读及指标选择——以广州市为例

摘    要:《国家中长期教育改革和发展规划纲要(2010—2020年)》提出了普及高中阶段教育的目标与要求。各地教育决策部门要把握高中阶段普及率的内涵,选择与本地区教育发展相适宜的普及率,使政策的制定与实施具有现实针对性、可操作性。广州市在普及率的选择上宜以广东省户籍在广州的初中学生的升学率为衡量指标,同时考虑到未来十年中国户籍制度可能出现的变化,还要兼顾常住非户籍人口中的初中生数。

Understanding of Connotation of popularization Rate of Senior School Education and Index Choices: Take the City of Guangzhou as a Case

Abstract:"The Outline of National Middle -long Term Education Reform and Development (2010 -2020 )" has put out the objectives and requirements for the popularization of senior school education. It requires that the education branches from various areas should properly understand the connotation of popularization rate of senior school education, choose an adaptive rate to its development of education so as to get a well - directed and practical effect of policies. For the city Guangzhou, the rate should be concerned with the index of the entrance rate of junior school students from native areas and with the changes of the census register system in the ten years as well as the numbers of junior students from other parts.
