基于采购技术状态的兵器装备审价方法研究

从装备采购技术状态内涵出发，结合海军装备采购制度改革和兵器装备价格工作实际，提出一种新的审价思路和方法，对比分析其特点；围绕该方法的核心工作，采购技术状态清理、核实与确认，研究具体审核流程及其与装备审价的内在联系；针对目前外协外购审价困难的实际，探讨该方法的具体应用，证明其可行性和实用性。

Price audit of military equipment based on acquisition configuration

According to the reform of naval equipment purchase system and the practice of military equipment price audit, a new method for price audit is proposed based on acquition configuration and its characteristics are analyzed by comparing this method with the traditional ones. The new method is mainly used for the identification, verification and determination of acquisition configuration, and also helpful for studying the specific process and its internal connection with price audit. Aimed at some difficulties in the outsourcing price audits, the application of the new method is discussed so as to prove its feasibility and practicability.
