| 摘 要： | 中国历史以德治国思想的形成和发展具有历史悠久、前后相沿、百家言德等特点；以德治国思想的主要内容有重民爱民、发展经济、倡导清廉、重视教化等；中国历史上的德治思想在国家与人民、效率与公平、道德与法律、法治与人治等关系方面作出了一定的贡献。
