| 摘 要： | 在当代中国，社会的转型和经济的转轨对执政党建设提出了更高的要求和严峻的挑战。党要保持自身的先进性、提高执政能力、巩固执政地位，就必须不断扩大自身的群众基础。扩大党的群众基础能够使党获得各阶层的民意支持，能够丰富和创新党执政的思想文化资源，增强党的意识形态功能，进而促进政治发展和社会稳定。
