规划环境影响评价与生态规划的现状及其关系

摘    要:从规划环评和生态规划整合的角度,重新阐释它们之间的关系和定位,认为规划环评是衡量各种规划是否符合可持续发展原则与要求的工具,它可以促进各规划的生态化,使之更符合可持续发展原则;生态规划从实现区域或城市可持续发展角度,为各规划的编制与实施提供基本生态原则和限制性要求,而这些原则和要求可作为规划环评的评价依据或准则;二者的整合对下将有利于指导各项规划的生态化,对上将有利于实现区域或城市可持续发展的目标(即生态规划的目标).

Abstract:From the viewpoint of integration of planning environmental assessment(PEA) and ecological planning(EP),this paper seeks to elucidate the orientation and relationship between the two,and reaches the conclusions as follows:PEA,a tool for measuring whether all sorts of planning meet the principles and requirements of sustainable development,can facilitate the planning to be ecological and more suitable for the sustainable developmental principles. From the standpoint of carrying out regional or urban sustainable development,EP can provide the making and implementation of all sorts of planning with fundamental ecological principles and limitative requirements,which may well be reckoned as the metewand or rules of PEA.Integration of PEA and EP will be beneficial to steering all sorts of planning in ecological directions as well as achieving the goals of regional or urban sustainable development(i.e.goals of ecological planning).
