我国对国际大宗原材料定价权缺失的原因与对策

2004年的“大豆风波”、“石油暗战”和2005年的“铁矿石事件”说明我国在国际大宗原材料购买过程中还存在着国际商品定价权的缺失现象.定价权缺失既有对国际游戏规则不熟悉、市场信息不对称、国内市场缺乏权威的基准价格等内部因素,也有发达国家主导大宗原材料的定价权等外部因素.在此基础上,提出了完善政府职能、加快期货市场建设、建立大宗原材料采购的安全保障机制、建立信息披露机制、加强行业协会作用等对策,积极参与国际竞争,增强在国际大宗原材料定价中的话语权.

Reasons of and Countermeasures for Deficiency for Price Fixing Right for Our Country's International Bulk Raw Materials

There exists a phenomenon of deficiency in price fixing right for the international commodities in the process of our country' s purchasing bulk raw materials. This is either due to the unfamiliarity of the international regular practice or due to some internal factors, such as short of world market information, or lack of authoritative standard price in our domestic market; or due to the external factors that the developed countries monopolize the price right for the bulk raw materials. With regard to this situation, in the world market competition our country must accelerate the construction of the terminal market, and establish the safety protection system of purchasing bulk raw materials, set up post-developing international market and buying strategy. We should also perfect the functions of the government, and build information releasing system and consolidate the rules played by the associations of the enterprises, actively participate the international product price decision making activities and strengthen China' s " speech right" in the world market and the price competition.
