| 摘 要： | 代建制在非经营性政府投资中的应用可以提高管理效率和投资效益。高校基建项目也拥有代建制应用的环境,应用的过程也取得了一定的效果,但由于法律法规不健全,市场不完善等问题的存在,代建制在高校基建中的应用仍需政府、高校和代建单位三方面采取相应的措施以保证代建制的顺利实施,发挥其应有的优势。

| Abstract: | Application of agent-construction system in government investment projects can improve the management efficiency and investment performance. Agent-construction system is also suitable for college capital construction and obtained specific effects. Because of the problems such as laws and regulations are not perfect, it＇s necessary to adopt suitable measures from government, college and Agent-construction company to ensure the Agent-construction projects successfully accomplish, and develop the preponderance of agent-construction system. |
