50年代中期以后,美国开始强调欠发达地区的政治稳定、经济发展对美国安全的重要性.同时,美国巨额的外援支出与资源有限的矛盾日益凸显.于是,美国开始调整对外援助政策;减少外援、重视发展援助、逐步由"军事援助优先"转向经济援助优先".此次美国援助政策的转变为肯尼迪政府对外援助政策的制定确定了一些基本的指导原则.

The Analysises of the Transition of the American Foreign- aid Policy in the End of 1950s

After the middle of 1950s, the U.S. began to emphasize the importance of political steady and economic development of the undeveloped areas for America. Meanwhile, the conflict between the large foreign-aid expends and the limitation of sources became obvious. Therefore, America began to adjust their foreign-aid policy: reducing the aid, putting emphasis on developing the aid, transforming the policy-military aid first into the policy-economic aid first progressively. The transition of America aid policy set up some basic directive principles for the foreign-aid policy of the Kennedy Administration.
