建立保障体系 推进国家助学贷款工作

从国家助学贷款政策出台背景与实施现状出发，分析了建立保障体系的迫切性，提出了防范和化解银行风险，促进国家助学贷款健康发展的对策和措施是：高校要开设专门的理财课程；加大诚信宣传力度，树立大学生信用观念；银行要建立相关的信用监督或征询制度；建立大学生个人信用档案；加强信用立法，出台相关政策。

Establishing the Ensuring System to Promote the National Financial Aided- loan Work

Starting from the establishing background and the present conditions of the national financial aided-loan policy, this paper analyzes the urgency o f establishing the ensuring system, puts forward some countermeasures of prevent ing and solving the loan risk and promotes the healthy development of the nation al financial loan, which include offering the special financing courses in high school, strengthening the propaganda of the credit, building up the view of the credit among university students, establishing the relevant credit supervision o r consultative system in bank, setting up the individual credit archives of univ ersity students, reinforcing the credit legislation and issuing relevant policie s, etc.
