宁夏低碳经济发展与外商直接投资

通过每万元生产总值电耗升降数据分析,认为中国中西部地区需要以生态效应为主导的经济发展模式来引领未来的发展;结合宁夏的地理位置、战略地位、生态发展趋势等因素,提出宁夏的可持续发展当务之急是发展低碳经济。分析宁夏外商直接投资的潜力,以及外商直接投资对生态环境的正负面影响,提出进一步调整能源结构、通过清洁发展机制(CDM项目)利用外资、调整吸引FDI方向与战略、完善生态补偿机制和低碳激励政策、加大环保行政执法力度等低碳经济目标下利用外商直接投资的策略与措施。

Foreign Direct Investment and the Development of Low Carbon Economy in Ningxia

Low carbon economy is the most influential new phenomenon and new trend in the world today. The development of low carbon economy is to satisfy the need of the development of our country, and is considered as an important strategy to promote the sustainable economic development of national regions in Ningxia. Foreign direct investment (FDI) in the host country or region can produce positive and negative effect on the external environment and contribute to low carbon economy development. It is proposed that foreign direct investment in Ningxia should be guided, standardized, managed so as to meet the need of the development of low carbon economy in Ningxia.
