| Abstract: | State treasury centralized payment is one of the key reforms in China's current fiscal management system. If colleges are to implement this policy, there will generate profound effects on capital financing. This article lists the problems faced by colleges in implementing this policy and analyzes the causes and then suggests some countermeasures. |
