体育公共服务政策执行困境的制度归因论

制度相关理论认为，制度安排主要通过三个方面体现出来：一是建立组织机构，二是形成某种制约机制，三是上升为某种法律制度。着重从以上三个方面对体育公共服务政策执行困境的影响因素进行了深入探讨。认为制度范式下影响体育公共服务政策执行困境的主要因素有：体育公共服务政策本身的合法性不足、明晰性不强、相关法规缺乏对政策执行的规约；体育公共服务政策执行组织构成单一、政策工具僵化；体育公共服务政策执行的监督评估机制形式化以及地方“熟人社会”关系等非正式制度的消极影响。建议从以上制度因素入手，优化与完善各类体育公共服务政策执行的制度，保证体育公共服务政策的有效执行。
