煤炭工业安全生产保障体系研究

基于煤炭在我国能源中的地位和作用,分析了煤炭安全生产趋势及其在人为、自然、政策等方面的威胁。在宏观经济持续下滑的背景下,提出了我国煤炭工业安全生产的保障体系,即从煤炭行业顶层设计着手,因地制宜地规划煤炭产业布局,充分发挥和保护地方资源优势,建设国家综合能源基地;调结构、转方式,向集团化、集约化、多元化方向发展;加强煤炭产业链的融合,推进现代煤化工产业发展;推进煤炭工业从劳动密集型向资本和技术密集型转化;加强行业监管力度,为建设安全、高效、环保、和谐的煤炭行业提供战略支持。
