| 摘 要： | 互联互通之后，信息产业部对接入费水平的制定原则是接入费水平基于接入成本．主要讨论如何把握这个原则的问题．通过建立两个电信运营商的价格竞争模型，分析比较价格竞争之前和价格竞争之后各个运营商的状况，从而为研究此类问题提供一种新的思路．

| Abstract: | After interconnection,the price of access becomes the focus of all sides.The department of information industry holds that the price of access should be based on the cost.How to understand this principle is the motive of the article.The model in the article is based on pricing competition of two vendors,and the conclusions are drawn by comparing the vendors' states after pricing competition with that before pricing competition. |
