矿山事故应急等级响应机制探讨

摘    要:
矿山事故应急救援等级响机制在应急救援系统中占据特殊的位置,它是应急救援系统能否有效展开的关键.基于矿山事故应急救援原则分析,根据矿山事故可能造成的危害程度、事故的性质、井下人员伤亡及企业财产的直接损失等情况,提出将矿山事故应急救援分为特别重大(Ⅰ级响应)、特大(Ⅱ级响应)、重大(Ⅲ级响应)和一般(Ⅳ级响应)四级响应机制.

Abstract:
Mine accident emergency response grade system took up an important position in emergency recovery system.It is key of that emergency recovery system is effectively applied.By analysis of rule of mine accident emergency recovery, according to possible injury extent of accident,accident nature,underground casualties and direct loss of property,we put forward that mine accident emergency recovery should be classified into four grades,respectively,dreadful fatal(No.1 response),particular fatal(No.2 response),fatal(No.3 response) and plain(No.4 response) grade.
