东北老工业基地的水市场建设初探--以辽河流域为例

当前,在振兴东北老工业基地的新形式下,要实现经济的高速增长,必须解决"水瓶颈"问题.而节水型社会的建设是中国可持续发展的战略选择,当然也是东北地区应对水危机的根本出路.水权理论为节水型社会的建设提供了现实可行的制度框架,以水权理论为基础,建立以流域为中心的、灵活高效运行的水市场,有助于实现水资源在整个流域、城市之间和城市内部的合理配置,为东北区域经济的可持续发展提供水资源保障.以东北地区水资源供求矛盾最为突出的辽河中下游地区为例,探讨了关于水市场建设的一些问题.

Commentary on building water market in old industrial base of northeast --Taking the Liaohe River Valley as an example

Nowadays, under the new situation of vigorously develop the old industrial base of northeast region , the problem of water bottleneck in economic development must be resolved by the root in order to realize high-speed economic increasing. Therefore , establishing vivid , transparent and efficient water market to realize water resources reasonable disposition within Liaohe River Valley will put forward important premise and basis for sustainable development of water shortage city . The paper takes the Liaohe River Valley as an example and tries to offer some references for water shortage city of northeast region .
