旅游安全风险管理与对策研究

作为具有公共性特征的旅游安全风险管理,其管理更渐趋复杂,已经不单单是政府部门的职责,而应该需要多种资源和多个主体参与到旅游安全政策的制订与执行中。为此应该构建完整的旅游安全风险管理系统并把它纳入政策网络的框架内来进行共同治理,形成个人、企业、非政府组织、政府等多种主体协同治理的政策网络。

On Tourism Risk Management and Countermeasures

With public features, tourism risk management is becoming more and more complicated, which is not just the responsibility of the government departments, but need to get various resources and parties involved in the formulation and implementation of tourism security policies. To this end, a complete network of tourism risk management should be set up and incorporated into the framework of policy network which is jointly governed by individuals, businesses, NGOs and government institutions.
