促进限制开发区与重点开发区土地开发权与人口并流*——基于城乡土地置换的视角

土地开发权与人口并流,是指在主体功能区建设背景下,土地开发权由限制开发区(乡村地区)转移到重点开发区(城镇化地区),要求人口也随之同向流动。本文认为在主体功能区建设背景下,城乡土地置换可以进一步拓展为重点开发区(城镇化地区)与限制开发区(乡村地区)之间的土地置换,并以皖江城市带为例,讨论在特定经济区域范围内,坚持城乡建设用地增减挂钩和耕地占补平衡的原则,将城镇建设用地指标与吸纳农产品主产区的剩余劳动力以及GDP总量等指标挂钩,促进限制开发区与重点开发区土地开发权与人口并流。

Promoting Land Development Rights and Population Co-current Flowing from Restricted Development Zones to Key Development Zones---Based on the Perspective of Urban and Rural Land Replacement
