道路交通应急调度策略研究

摘    要:道路交通突发事件的发生是随机的和动态的,具有变化速度快,涉及面广等特点,无法提前预测估计和建模分析,其应急处理的问题比较复杂.针对传统调度系统响应速度慢,准确定位难以及应急调度力度不足,提出一种基于GIS的道路交通应急动态调度模式,为道路交通突发事件发生提供决策依据和分析手段,可以及时、高效地调集各种警力物力等资源,使问题得到尽快的解决.

Abstract:The occurrence of road traffic incidents is unpredictable and rapidly changeable with no patterns.The wide range of characteristics involved can not be pre-estimated and analyzed with modeling.The emergency management is always complicated.To overcome the slow responsiveness,inaccurate positioning,and inadequate emergency dispatching capacity of the traditional scheduling system,A GIS-based dynamic scheduling model for controlling emergent road traffic is presented. This model can be implemented to analyze incidents and promptly provide optimized solutions for traffic control, including the timely and efficiently dispatching of various resources such as manpower and material, so that the problem can be resolved quickly.
