论社会保障与社会支持

社会保障与社会支持往往是人们容易混淆的两个社会学术语。文章在进行学术追寻和理性考察的基础上认为 ,社会保障与社会支持既有区别 ,又有联系 ;社会保障是国家或政府运用立法手段满足一定社会贫困群体的基本生活需要的一种社会安全制度 ;社会支持是一定社会网络运用一定的物质和精神手段对社会弱者进行无偿帮助的一种选择性社会行为 ;社会保障也是一种社会支持 ,不能用社会保障取代社会支持 ,因此 ,只有在实践中把社会保障与社会支持有机地结合起来 ,才能有效地搞好社会主义市场经济条件下的社会保障与社会支持工作

On Social Security and Social Support

Social security and social support are two terms which are easily confused.This article holds the view that there are difference and association between them.Social security is a social safety system with which the country or government satisfy the needs of the impoverished colony,while social support is a choice behaviour with which some social network give the weak free aid in substance or vigour.Social security is also one kind of social support,the former can not take the place of the latter.Therefore,only combining social security with social support in practice can they be done well in socialist market economy.
