| 摘 要： | 近阶段,政府采购拖延现象在各地的政府采购活动中时有发生.采购人通过推迟采购时间,"合情合法"地改变采购方式,再通过与特定的供应商达成一致进行采购.如此一来,采购价格被人为提升,客观上降低了政府采购的效率.本文从分析鲁南某区近年来政府采购方式的变化入手,通过博弈论探究采购当事人一致选择拖延采购时间的原因,并针对该现象提出合理的解决措施.

| Abstract: | Lately, the procrastination of government procurement has happened occasionally in regional government procurement ~ By delaying the procurement time , purchasing staff change the procurement method within legally , then purchase via reaching an agreement with certain suppliers. In this way, the purchase price was artificially enhanced, meanwhile , the efficiency of government procurement was objectively reduced. Taking a certain county in southern Shandong as an example, analyzing the change of government procurement method, this article uses game theoretical methods to analyze the reason why the parties of government choose to delay the time of the procurement consistently. And then this article will put forward several reasonable solving suggestions fo the phenomenon. |
