政府的产业规制政策及其影响——以欧盟碳关税对我国航空业竞争力的影响为例

2012年年初,欧盟强制推行欧盟航空排放交易体系,最大限度的保护欧盟航空业竞争力,使欧盟航空企业在与非欧盟国家航空企业的竞争中处于有利地位.在这样的背景下,这篇文章首先从理论上分析了欧盟碳关税对我国航空业竞争力的影响,然后构建了数理模型从数理意义上进一步证明了欧盟环境规制政策对我国航空业竞争力造成的不利影响.最后得出结论,欧盟碳关税新规在一定程度上削弱了航空公司的竞争力,对此需要国内航空公司及政府相关部门积极应对.政府需要进一步研究如何通过经济手段来降低"欧盟新规"对国内航空公司的影响.

Policies of Industry Regulation and The Impact-- Illustrated by the case of EU carbon tariffs

In early 2012, the European Union imposed the EU aviation emissions trading system, maximizing the protection of the EU aviation industry competitiveness, and the EU aviation companies obtained a good position in the competitive with non -EU enterprises. In this context, this article analyzeshs impact on China＇s aviation industry in theory first, and then build a mathematical model to further Prove that the EU environmental regulatory policy adversely affectes the competitive force of Chi- nab aviation industry. Finally it concludes that the new EU regulation, has weakened the competitiveness of domestic aviation industry, which requires domestic airlines and the relevant government departments to respond actively. The government needs to further study how to reduce the impact of the new EU regulation on the domestic airline with economic instruments.
