| 摘 要： | 我国生产力发展的不平衡及生产力的层次性特点为地方政府进行制度创新提供了生产力基础,体制改革中中央政府与地方政府关于事权、财权的划分使地方政府的创新活动有了其一展拳脚的制度空间.具体地,地方政府在制度创新中的作用包括:作为一个重要主体参与创新、克服并缩短制度创新中的时滞、制度创新成本外在化的补偿及促进正式制度与非正式制度的协调发展.

| Abstract: | The characteristic of the imbalance and multi-levels in our productivity level is the production basis on which local government undertakes institution innovation,the arrangement of authority over affairs and finance between the central government and local government provides room for institution innovation of local government.In detail,the role local government plays in institution innovation is expressed as follows:(1)as an imporntant subject taking part in innovation,this is the major role local government plays in institution innovation;(2)overcoming and shortening innovation hindrance;(3)the external compensation for governmental innovation cost;(4)promoting the harmonious development of formal system and informal system. |
